Do more megapixels always mean better quality?

Why does a camera name use a rounded megapixel number?
Manufacturers usually round the effective or total sensor pixel count for a simpler product specification.
Can megapixels determine width and height by themselves?
No. You also need an aspect ratio because many width-and-height combinations can have the same total pixel count.
